why the tyres of passanger cars have designs and those of racing cars are flat?

Q:

A: groove are for water flowing and cooling purposes For a slick tire, it offers maximum surface contact, thus increasing the amount of grip. Each and every part of the tire surface will come in contact with the road surface, as opposed to grooved tires where the inner surface will not contact the ground, And because the operating temperature window on the tires are narrow and specific for better performance, they are design to work at very high temperature, thus not needing any cooling effect on the tires On a wet track, racing cars will change to groove tires as well, slicks tires cannot work on wet surface. the groove is needed to channel the water to enable the tire to contact with the ground with minimal amount of water in between Pessenger cars needs the tire to be cooled as well as able to allow good water flow through it
